Convert `changedFocusedUser` into a `thunk` that dispatches both
`CLEAR_SELECTION` and `CHANGE_FOCUSED_USER`. This keeps unwanted applied
filters from being carried over into a newly-focused-user’s set of
annotations and avoids UI confusion.
