Work around an issue on OpenStax pages where a `* { overflow: auto }` rule
causes `<hypothesis-*>` elements to clip their contents. This issue prevented
the adder toolbar from being shown when text was selected.

I chose to use a `:host` rule here so that the rule could be colocated in the
same stylesheet as the rest of the styles related to these elements. However
this does mean that `!important` needs to be used for any rule that might
conflict with a host page rule. See Stack Overflow links in comments.

Following a recent update to the Alpine 3.16 image, a test for the `formatData`
JS function started failing. The test configures the `Intl` JS API to produce
German output but it was producing English output instead.

The build log for the Docker image included a note that the icu-data-en Alpine
package was being installed and that icu-data-full needs to be installed to get
non-English locale support. See also

`<li>` elements have a default style of `text-align: match-parent`. This
resulted in a computed `text-align: left` style for paragraphs in replies, which
have an `<li>` ancestor. As a result replies written in RTL languages (eg.
Hebrew) were rendered left-to-right, instead of right-to-left as intended. Fix
this by adding a `text-align: start` on the `<li>`. This sets the alignment for
descendants to match the computed `direction` property. The `direction` for
replies is computed based on their content due to a `dir="auto"` attribute on
`StyledText` components.

If we want a generic issue template like this I think we should add it to https://github.com/hypothesis/.github where it'll apply to all Hypothesis repos. But I'm not sure that we really want this issue template so perhaps we should just delete it?

This state holds the data for the `ContentInfoBanner` component shown in
the main guest, so it makes more sense to colocate it with other data in
the sidebar store related to connected guest frames.

All modules now use objects for their initial state, and this is a
recommended practice for extensibility, so remove support for store
modules using an array as their initial state.

Change the state of the drafts and frames store modules from arrays to objects
containing a single array-valued field. This will allow additional fields to be
added to these modules in future. It also means that store modules are now more
uniform, as all modules now have an object, rather than array, for their
`initialState`.

These were required when the `showContentInfo` call was only made to
certain guests, based on their frame ID. That is no longer the case
however.
