Add a `MediaTimeSelector` selector that represents the time range in a piece of
media which an annotation refers to, expressed as seconds since the start of the
media.

Hypothesis-maintained PDF viewers don't provide any way to unload Hypothesis
other than closing the whole tab, but a third-party could in their own PDF
viewer. Also undoing side-by-side layout in `PDFIntegration.destroy` is
consistent with other integrations.

For EPUB books, this is handled by VitalSourceContentIntegration delegating to
HTMLIntegration.

This is mainly relevant in the browser extension, where de-activating the client
on a tab should undo the layout changes applied by side-by-side mode.

- Add basic tests

Keep these unmocked in `ShareDialog` for the moment.

Unmock in `ShareDialog` tests for the moment as this is a very simple
component.

This test was passing but not in a meaningful way. What it attempts to
test is tested by adjacent tests, anyway.

Add basic Export tab with placeholder UI, if `export_annotations`
feature flag is enabled. For other users, share panel looks the same as
before.
