- Rename internal property, make it always an object (never null)

- Update external modules to use `selectedAnnotations` instead of
  `getSelectedAnnotationMap` because it is more semantic
- Remove `getSelectedAnnotationMap` selector
- Refactor and clean up `toggleAnnotations` action
- Refactor and clean up `selectAnnotations` action
