String enums have the advantage that enum values are more meaningful at runtime
for debugging. See discussion at
https://hypothes-is.slack.com/archives/C1M8NH76X/p1682585801783819.

This makes it easy to specify a more precise type for the `linkType` arg to
`convertSelectionToLink`.

Convert these modules to TS and improve the docs of several functions.

The `lib/next` module is going away soon.
