Note a hazard with using the store wrapper returned by `useStore` with
hooks that have dependencies, such as `useMemo`. I believe it should be
possible to eliminate this hazard with some API changes, but this will
require some experimentation. For the moment, document the issue and a
recommended workaround.

This fixes a potential issue where the component would not be re-rendered if a
store update occurred in between the initial rendering and `useEffect`
subsequently firing.

This makes it more obvious what is going on. It would be possible to
type this accurately, but I judged the effort not currently worthwhile.

Notify the sidebar when the URL of the current document changes. This
will trigger the sidebar to reload annotations.

Add an event that fires when the URI / URL of the current document, as
reported by the `uri` method, changes.

This will allow integrations to report events such as a change in the
loaded document or metadata.

This utility monitors for same-document navigations that update the path
or query string of the URL but don't load a new Document.

This uses the Navigation API if available (Chrome >= 102) or falls back
to a combination of the "popstate" event and monkey-patching the
`window.history` API otherwise (all other browsers).

This brings support for Chromium 102, which includes the
`window.navigation` API.

In order to support URL and metadata changes to existing frames, make
the `connectFrame` action replace the existing frame with the same ID,
if there is one. Otherwise the new frame is added as before.
