The whole workflow is normally only triggered on pushes to main, but
when testing the workflow, we might want to trigger it from another
branch.

This is now handled by GitHub Actions

Add a GitHub Actions workflow which implements the client release
process that was previously handled by Jenkins.

As suggested in
https://github.com/hypothesis/client/pull/4793#discussion_r972937985, this is an
appropriate role to use for a status display with implied `aria-live="polite"`.

Remove the note about being able to toggle highlights from the host
frame, as the purpose of that note was unclear. Also add the context
that the event is only sent if the command to toggle highlights
originated from this guest.

This provides confirmation to users of the change when they are using
shortcuts as opposed to clicking the toggle button directly.

This provides a convenient way to avoid the distraction of highlights.  This is
particularly useful for screen reader users to avoid the noise of "annotation
start"/"annotation end" announcements when reading through a piece of text that
has been heavily annotated.

On my system, with up-to-date caches, this reduces the duration of `yarn lint`
from ~10s to ~1.5s and `yarn format` from ~7s to ~1.4s.

We need to set a `tabIndex` so that the card can be focused programatically when
the user clicks the "Show" button on the adder toolbar. However we're not sure
if we want the card to appear in the keyboard tab focus sequence yet, so set the
value to -1 for now.

Add the focus-visible-ring class so that the card gets out standard focus ring
when it is focused.

This can happen if the annotations indicated by the tags have not been
saved or, less commonly, if they were deleted immediately before the
request was received.

This provides a way for screen reader users (or just keyboard-centric
users) to efficiently navigate from a highlight to the corresponding
annotation card in order to read/edit comments and replies.
